Let's examine the 4 Cities where the positions ARE Merged - WIth NO SUPPORT OR ANALYSIS from the Measure C proponents, ALL that can be supplied is informed speculation, but CHECK OUR REFERENCES and DECIDE FOR YOURSELF - See what YOU think!
Los Angeles-
Different (Strong Mayor) Government Structure, and 4 TIMES OUR SIZE! Beyond ANAHEIM's Enterprises, LA has a Port, Harbor, and MajorAirport, etc.. Although LA Does have a single person acting as both Treasurer and Finance Director, there is also an (elected) City Controller, so classification as 'Merged' or 'Seperate', would need a study of all positions to resolve, with NO EVIDENCE OF THAT BEING DONE by Measure C proponents !
(Conversely, Bakersfield's 2013 CAFR shows ONLY a Finance Director, YET it is grouped as 'Separate Positions'! )
Santa Ana -
Similar size City, but WITHOUT the EXTRA (Accounting) Burden of our Electric Utility, Convention Center, and Stadium, IN ADDITION to which, for survival in the tight economy, they Outsourced the Fire Department to OCFA, and went to a 2 year Budget cycle, FURTHER reducing the workload!
Newport Beach-
About 1/4 the size City, With a Harbor (Enterprise) but WITHOUT our Electric Utility, Convention Center, and Stadium, so ALSO a smaller workload.
San Jose-
About 3 TIMES the size (for City AND Finance Dept!), NO Electric Utility, instead a Major Airport , but has an ADDITIONAL Budget Office and Auditor Dept (15 Empl)
IF THERE IS A COMMON THREAD TO ANY OF THESE CITIES AND ANAHEIM, WOULD SOMEONE PLEASE FIND IT?
WITHOUT a STUDY to identify the REASONS FOR, and BENEFITS FROM, any Merger of positions, the Measure C Proponents have NO BUSINESS even ASKING YOU for permission to CHANGE ANYTHING!
