"DISCUSSION" from Finance Director Memo to Charter Review Commission (link above) pg 2.-
DISCUSSION:
City Treasurer and Director of Finance: Article VII, Section 702 of the Anaheim City Charter
discusses Administrative Departments and the appointment of department heads. The section
specifically allows for the combining of powers and duties of two or more officers when the
positions are not incompatible; however, language prohibits the same person from holding the
positions of City Treasurer and Director of Finance.
City staff researched comparable cities to determine whether they shared the same separation of positions. Four cities (Los Angeles, San Jose, Santa Ana, Newport Beach) were identified where
the treasurer duties are assigned to the Finance officer. Three cities (San Diego, San Francisco,
Bakersfield*) were identified as having separate Treasury and Finance officers. Staff did not find any other charters that stipulated that the Finance Director cannot be, or act as, the City
Treasurer. In most cases, it is not explicitly discussed.
Staff recommends that the Charter Review Committee (Committee) consider removing the
language that restricts the City Treasurer and Director of Finance from being the same person.
Sufficient controls could be implemented to ensure proper segregation of duties, such as
ensuring that the same person does not have the ability to make the investment and then record and reconcile it. Removing the restriction provides more flexibility in the future to combine departments and would allow for savings in personnel costs of up to $300,000 annually.

The plea reduces to "Well, we found some other Cities that do it, and there is nothing
to stop it (Except this 'inconvenient' Charter language!) or in most cities without a charter, so Why NOT let Council do it WHENEVER THEY WANT TO?"
So INSTEAD of ANY thorough analysis, ARE WE NOW REDUCED TO "follow the crowd"?
